In accordance with ORS 421.623(2), the Oregon Corrections Facilities Siting Authority Committee directed the Department of Corrections to: "work with the local community in developing an advisory committee to discuss and make recommendations on potential construction and operational impacts of [new corrections] facilities". In 1997, the Department of Corrections, with the cooperation of the City of Umatilla, established a Prison Advisory Committee (PAC) to fulfill this directive for the Two Rivers Correctional Institution project. Following are the current TRCI PAC members:
