| PROGRAM INFORMATION |
|
The Glenn Jackson Scholarship was established in 1986 for the dependents of employees and retirees of the Oregon Department of Transportation and the Oregon Parks and Recreation Department. College-bound high school seniors may apply for the scholarship. Contributions to the fund have been made by employees of both departments, as well as family, friends, and business associates of the late Glenn Jackson. No state money goes into the scholarship fund.

| AWARD PROCESS |
|
ELIGIBILITY
Applicants for a Glenn Jackson Scholarship must be graduating, college-bound high school seniors. They must be dependents of current, regular status Oregon Department of Transportation or Oregon Parks and Recreation Department employees or retirees, who have been employed with either Department for at least three years. Scholarships are awarded annually to sons and daughters of employees who have been at their Departments for at least three years. Applicants must be eligible for enrollment as full-time undergraduate students at any accredited two- or four-year college. Jackson Scholars receive $2500 annually for four years and are subject to an annual performance review by the Oregon Student Assistance Commission.
ELIGIBLE INSTITUTIONS
Eligible institutions include any two- or four-year, public or private, non-profit postsecondary institution that is eligible to participate in the federal Title IV student financial aid programs.
TERMS OF ELIGIBILITY
Awards will be made on an annual basis. Awards may be received for a maximum of twelve quarters or their equivalent; however, awards at a two-year institution are renewable for no more than six quarters (or equivalent).
APPLICATION PROCEDURE
Interested persons may apply by submitting an Oregon Student Assistance Commission Application postmarked no later than March 1. Applications are available by the first of each calendar year at local high schools, through the Oregon Student Assistance Commission web site, at Oregon college financial aid offices, and by calling (503) 986-3281.
SELECTION
The Oregon Student Assistance Commission verifies applicant eligibility and evaluates applicants based on their academic record, leadership qualities, community and school activities, and financial need. The Commission provides a final list of the top-ranked applicants to the Jackson Scholar Coordinator for final award.
AMOUNT OF AWARD
Each Glenn Jackson Scholar attending a four-or two year postsecondary institution will receive a maximum of $2,500 per academic year.
AWARD NOTIFICATION
The Oregon Student Assistance Commission will send to the recipients a notice of award specifying the terms of the award. Recipients will sign and return one copy of the award notice, acknowledging the terms and certifying that the funds will be used only for educational expenses.
DISBURSEMENTS
Checks payable to the recipients will be sent to the financial aid office of the college or university of attendance in equal disbursements for each academic term or semester. The institution will pay recipients upon verification of full-time enrollment and satisfactory academic progress (as determined by the institution).
REFUNDS
Refunds resulting from a student’s failure to complete a full study period must be returned to the Oregon Community Foundation Jackson Scholars Fund. Monies available from refunded disbursements are used only for future awards and administrative expenses.
CREDIT HOUR REQUIREMENTS
Awardees must make satisfactory academic progress, according to institutional policies for students receiving federal Title IV aid, in order to receive disbursements throughout the year or to be considered for renewal or reinstatement.
REINSTATEMENT
Former awardees who voluntarily withdraw or who fail to maintain satisfactory academic progress according to institutional standards may be considered for reinstatement. Former awardees should provide Oregon Student Assistant Commission with a completed private award application designating the Glenn Jackson Fund Program, a transcript of all college work to date, and current financial information, as indicated by the completion of a federally approved need analysis form (see Application Procedure for details).
RENEWAL PROCESS
Each renewal candidate must complete a private award renewal application designating the Glenn Jackson Scholars Fund Program and file a federally approved need analysis form as soon as January 1 as possible. Awards at a 4-year institution may be automatically renewed for up to twelve quarters (or their equivalent) if renewal criteria are met.
The Oregon Student Assistance Commission will send notification of renewal awards. If the first two years of the scholarship were issued at a two-year postsecondary institution, the scholarship may be continued for two more years at a four-year postsecondary institution.
SEASONAL EMPLOYMENT OPPORTUNITY
Oregon Department of Transportation offers seasonal job opportunities, when available, to Glenn Jackson Scholars who want to work for the Department. Students can gain a working knowledge of the Department and learn firsthand the challenges and rewards of service to the citizens of Oregon.

- Early Fall 2010 -- eApp available online at www.GetCollegeFunds.org. Start early and save eApp until you're ready to submit.
- October 29, 2010 -- Free Application for Federal Student Aid (FAFSA) Webinar -- This online opportunity provides helpful information on the financial aid application process. Many colleges require students to submit the FAFSA form with their applications. To register, send an email with your name and email address to contactus@AspireOregon.org.
- November 8, 2010 - College Night in Oregon -- On this Monday night, several locations around the state will host information sessions about college admissions, the financial aid process, and searching for scholarships.
- January 1, 2011, or as soon as possible thereafter -- Complete the FAFSA (Free Application for Federal Student Aid).
- January 15, 22 or 29, 2011 -- College Goal Oregon -- This series of Saturdays is designed to help Oregon college-bound students and their families with the financial aid application process. Financial aid professionals will be on hand to help complete the necessary paperwork, including the Free Application for Federal Student Aid (FAFSA).
- January 18, 2011 eApp Review Begins -- Apply early with correct transcripts! Errors will be posted in the applicant's eStudent Profile with instructions to submit corrections.
- February 16, 2011 -- Early Bird OSAC Application Deadline -- An early submission of your application enters you into a drawing for a separate "Early Bird" scholarship. In past years it has been a $500 award.
- March 1, 2011 -- Due Date for All OSAC Applications -- Be sure to include all of the various OSAC managed scholarships your student may be eligible to apply for on a single application. Once you have submitted a final application and other required materials, it usually cannot be changed. Don't forget to send the right transcripts!

What is the status of the fund?
Our goal is to continue to increase the fund balance and ensure the program remains financially secure. Current funds ($411,801) provide for two scholarship awards each year. The fund is subject to market conditions; from 2005 to 2009 we were only able to offer one scholarship each year. So, your contributions are instrumental in providing more scholarships for our graduating dependents!
