Ashland Exit 14 and Exit 19 bridge work- One essentially finished, one more to go

This spring, the two bridge projects are on different timelines. The exit 19 work done by contractor Oregon State Bridge, is nearly complete, except for final signs, permanent striping, lighting and landscaping.
Exit 14 is on a different track with a different contractor, Concrete Enterprises.
Because of the unexpected poor condition of the original concrete bridge deck, a major change order had to be made. Instead of just roughing up the deck, making some minor repairs and pouring a new deck, as originally scoped, the entire original deck needed to be replaced.
A subcontractor, Rampart Hydro Services of Pennsylvania, which specializes in hydro-demolition, was brought in. In about half the estimated time, crews removed the old deck using high pressure (36,000 p.s.i.) water. ODOT appreciates the patience of the Ashland community while this necessary work was completed.
Now, the contractor will focus on prepping a new deck - new corrosion-resistent steel rebar, and pouring a new concrete deck. That will clear the way for the finish work- new sidewalks, signals and striping as well as landscaping.
Because of the major change order for the deck work, the original contract end date of April will be extended to after Labor Day.

When complete, the updated bridge will have two travel lanes, a center turn lane, bicycle lanes and sidewalks on both sides of the bridge.
Roadway lighting, traffic signals and a short west side median will also be added. The bridge's new art deco design and landscaping was established in partnership with the City of Ashland.

I-5 exit 19 and South Valley View Dr. – Half of new bridge open to traffic
The old bridge is gone, and traffic is now on the new bridge, while its twin is being constructed. Demolition of the old structure took place in April. Now, the contracto will focus on building the other half of the stucture.
Once finished, the new bridge will be twice as wide as the old structure. it will have 2 -12 foot travel lanes and a 16 foot turn lane, as well as 10 foot wide shared shoulders to accommodate pedestrians and bicycles.
At times, there will be alternating single lane traffic controlled by flaggers on South Valley View Road. During construction, interstate on-and-off ramps at the exit will remain open with infrequent night closures. There will also be occasional nighttime lane closures on I-5.

Project Budget
- $32,389,000 for design and construction.
- Funding provided by the Oregon Transportation Investment Act.

Project Design
- ODOT is partnering with the city of Ashland to develop proposed aesthetic design treatments for the interchange. This is especially important for Exit 14 since it is the gateway into Oregon and Ashland.
- The projects will be designed in conformance with the Visual Performance Standards for the OTIA III Bridge Program.

Aesthetic Advisory Committee
An Aesthetic Advisory Committee has been appointed by the Ashland City Council to provide ODOT guidance on possible aesthetic treatments and landscaping for the project.

The approximate work program of the AAC is as follows:
Early-Mid April: Project Team will present concepts and receive feedback from AAC on aesthetic features within the bridge program's Visual Performance Standards or listen to what additional/different features the AAC would like to see.
May-June: Two public open houses will be held to get feedback from the broader community. Included in these open houses will be general project information such as project scope, schedule, construction staging, aesthetics, traffic and environmental impacts.
July-August: Final input from the AAC on what aesthetic treatments will be used on the project. Two additional public open houses will be held later in 2009 based on AAC feedback. As in the earlier open houses, overall project information will be available.
