| Project Description |
|
Region 4 is constructing a new Project Delivery Building on the ODOT campus in Bend, Oregon.
This will achieve:
- Enhanced internal communication and collaboration, and improved project delivery by merging Region 4 Project Delivery staff into one facility;
- New opportunities for employee commute-options, wellness, and organizational health and safety benefits;
- Financial savings;
- Co-location of Region 4 Planning with the Bend Metropolitan Planning Organization (BMPO); and
- Potential co-location of the local Motor Carrier Office on the Region 4 Campus.
Other expectations:
- The proposed building is expected to be about 20,000 square feet, with room for up to 85 employees.
- The building will be a two story structure, designed to meet LEED (Leadership in Energy and Environmental Design) Silver or higher and SEED (State Energy Efficiency Design) criteria.
- The approved total project budget is $5.5 million, paid for with state Co-Location Capital Construction funding.
- Construction is expected to begin in Winter 2012 with completion in Fall 2012.

| The Need for the Project |

ODOT Region 4 Project Delivery staff currently occupy five buildings, three of which are leased (57 employees occupy the buildings where leases expire in June 2012.) This presents logistical, efficiency, and cost impacts to the Region, particularly the Project Delivery business line and how they carrying out their mission.
The new building will help ODOT consolidate staff, save revenue and provide taxpayers with a capital facility.

The new building will be located in the northeast corner of the campus just north of the headquarters building.
The building design will reflect a sensible expenditure of public funds which is a key part of ODOT’s mission. The building will fit in with the existing campus and reflect the land use and livability values of the Bend community. The building will exemplify Central Oregon by including design elements that reflect the climate, culture and local materials in the area.

Q. What has been done so far?
A. Siting of the building on the R4 campus is substantially complete. The design team has also made great progress on the floor plan and is close to completing the concept design. The team continues to solicit input from various stakeholders and work groups.
Q. Where is the new building going to be located?
A. The proposed new location for the building will be directly north of the existing Region 4 Headquarters building.
Q. When will the design be completed?
A. The design team is now getting into greater detail of both the building exterior and interior, as well as site plan (e.g., parking, circulation) details. The design should be completed within the next few months.
Q. Who is designing the project? How were they selected?
A. ODOT has contracted with BBT Architects of Bend, Oregon for design services. They were solicited and procured in accordance with state statues and ODOT procurement policies. The Principal in Charge for BBT is Todd Turner. The project designer is Mike Nothwang.
Q. What does it mean to be a LEED building?
A. LEED is Leadership in Energy & Environmental Design. It is an internationally recognized green building program. LEED establishes standards and design check-lists to insure that buildings are designed and built using strategies intended to improve performance in energy savings, water efficiency, CO2 emissions reduction, improved indoor environmental quality, stewardship of resources, and sensitivity to their impacts.

A. The Region is using approved state Co-Location Capital Construction funding.
